Dr. Keshav Kumar IPS

Dr Keshav Kumar, PhD, is a Police officer from India belonging to the elite Indian Police Service of 1986 Batch, Gujarat cadre. He has 35 years of Police service in experience. Superannuated in the year 2021 has served over a decade in Anti-Corruption and Vigilance, with Central Bureau of Investigation as Joint Director CBI, Delhi and Jt Dir CBI ACB Mumbai and the Anti-Corruption Bureau of Gujarat State as its Spl. Director and Director. He also served with the Interpol as Jt Director CBI. He was the first Joint Director of CBI for the Interpol , Technical , Forensic and Co-ordination wing, where he strengthened the Forensic Department of the CBI and cracked sensational cases like Maharashtra Adarsh scam, Bhanvari Devi murder case of Rajasthan, Jnaneswari train accident case of West Bengal , Shehla Masood murder case of Bhopal and Bijal Joshi gang rape case of Ahmedabad. As Interpol Joint Director handled cases like Purulia Arms dropping case and got many fugitives from foreign countries. In 2024 he has been awarded a PhD in ‘Behavioural Sciences’ from National Forensic Sciences University, Gujarat. Awarded with the President’s Police Medal at the hands of the President of India twice for his “Meritorious Service and Distinguished Service”, as a Police officer. Decorated with many other Awards including the “ Sanctuary Asia Wildlife Service Award” and ‘Manthan South Asia Award’ by the Digital Empowerment Foundation of India. Received an Appreciation Note from the FBI Director too for international Co-operation in investigations. Forensic application in crime investigation is his passion and has been able to seek conviction of 62 accused so far by dint of Forensic application. Has trained Police officers of 36 countries of the world from Asia, Africa,Middle East,Eastern Europe, Oceania and North America. He is awarded the PhD Degree from the National Forensic Sciences University in ‘Effectiveness and Outcomes of Psychological Techniques of Investigation in Criminal cases’. He is an ace Wildlife Crime investigator and is known for his landmark case investigation of poaching of 10 Asiatic Lions in Gir National Sanctuary of Gujarat in 2007 . He is credited with seeking conviction of 38 poachers in this case , which is possibly the biggest conviction in the world in a case. He is acknowledged for sowing the seeds of a new area of ‘ Convergence of Conventional Forensics in Wildlife Crime investigation’ , coined by the Chief of WWF India after perusing his investigation skills. Touched upon galaxy of topics during policing like- Tribal Area policing, Mental Health issues , Juvenile Justice , Cyber Crime, Wildlife, Drugs investigation, Use of DNA in crime investigations etc etc . An interaction with him on the Poaching case of 10 Asiatic Lions will acquaint the audience about the use of creative Forensics in Wildlife Crime investigations. The Lion poaching case is one of the landmark cases in Wildlife Crime circles in the world. Having retired in 2021 is now devoting full time in teaching and training Forensics applications. Teaches at National Forensic Sciences University , Rashtriya Raksha University and Gandhinagar , Gujarat University , National Law University among the many Institutions. He is also a member of The Chartered Society of Forensic Sciences, UK. In the social field he is Patron of the Lifeline Foundation of Padmashree Dr Subroto Das.Post retirement, the Government of Assam has appointed him as the Consultant to the Govt of Assam, Govt of Gujarat has appointed him to Enquire about Corruption of Senior Officers of the State Government. National Human Rights Commission has requisitioned his services for updating the NHRC Book on Forensics. He is Independent External Monitor of the Govt PSU NSPCL, HMT and GIC. He is also the SEO- Script Evaluation Officer with the Ministry of Information and Broadcasting, Govt of India. His services have been requisitioned by the Rajya Sabha for his inputs on the recent Acts proposed on Sakshya ( Evidence). He also holds many Advisory posts with Corporates, NGOs and Educational Institutions
